This report commissioned by The California Endowment
investigates the cost of "churning" (i.e.,
enrollments, exits and re-entries by the same group of
children) in California's Medi-Cal and Medi-cal managed
care programs. The report finds that stable health care
coverage is important for establishing a relationship
with a physician, receiving adequate primary and preventive
care and timely and appropriate treatment of diseases
and chronic conditions. The report’s findings suggest
that California is spending over $100 million to re-enroll
children who have fallen off the Medi-Cal program.
