California received an additional $1.2 billion
in federal fiscal relief in 2003 through a temporary increase
in Medicaid matching funds. In releasing these funds, Congress
recognized the need to share in the economic burden facing
states by providing temporary stimulus. The fiscal relief
provided, among other things, a temporary increase in Medicaid
matching funds (the Federal Medical Assistance Percentage
or FMAP). This fact sheet covers a proposed one-year extension
of the temporary funding increase, which could generate another
$1 billion for California.
