Today, many families wishing to access multiple
public services must go through various channels and must
submit duplicative information to different public agencies.
Very often, a family is enrolled in one public program but
not in another, even though family members are eligible and
in need of multiple public services. In 2003, California
implemented
"Express Lane Eligibility" to open more doors
through which California's eligible but uninsured children
who are enrolled in the School Lunch and Food Stamp programs
can obtain Medi-Cal or Healthy Families.
