California could make significant strides in increasing
enrollment of children eligible for Medi-Cal and Healthy Families
by simplifying and modernizing the enrollment process. Many states
have eliminated burdensome enrollment rules requiring families to
submit documentation of income. State experience has proven that
when families are allowed to certify income without producing documented
proof, more eligible families enroll. Moreover, income documentation
requirements can be eliminated without sacrificing program integrity,
and states that eliminate documentation requirements also save substantial
dollars in administrative costs. Furthermore, moving toward a paperless
application process would allow California to maximize the potential
of innovative technology enrollment solutions, such as enrollment
gateways and One-e-App.
