On August 3, 2004, the California Performance Review released
its final report to the Governor, containing over 1,000 recommendations
in 280 issue areas, including children's health. The CPR is now
engaged in a process of soliciting public comment through hearings
around the state.
The 100% Campaign is pleased that the state is engaging
in a process to improve the efficiency and effectiveness of state
services. The CPR provides an opportunity for children's health
advocates to evaluate relevant proposals in a broader context of
health systems changes that would ultimately benefit children by
improving their access to health coverage. We welcome this opportunity
to share our experience and suggestions related to enrollment systems
for Medi-Cal and Healthy Families.
