Between 2007 and 2009, the number of children uninsured for at least part of the year increased from 1.1 million to 1.5 million, among a statewide population of roughly 10 million children.  Nearly 60% of all uninsured children are already eligible for the Medi-Cal or Healthy Families state health coverage programs, and 88% have at least one working parent
